The Las Vegas-based promotion confirmed the light heavyweight pairing on Thursday. UFC on Fox 23 takes place at the Pepsi Center in Denver and is headlined by a bantamweight showdown between Valentina Shevchenko and Julianna Pena.
De Lima is 3-2 during his promotional tenure, including a first-round submission loss to Gadzhimurad Antigulov in his most recent outing at UFC Fight Night 100 on Nov. 19. The Brazilian is 14-4 over the course of his career, with all but one of his triumphs coming inside the distance.
A native of Swansea, Wales, Phillips enters his UFC debut on a four-fight winning streak. The SBG Ireland representative is 21-6 as a pro, with notable defeats against the likes of Jesse Taylor, Frank Trigg, Tom Watson and Jim Wallhead. The 31-year-old has finished 18 of his wins by KO/TKO and three via submission.
